17-2232. Credit union council; membership, appointment, terms; meetings.(a) The governor shall appoint a seven-member credit union council.Each member shall be a resident of Kansas. Except as provided by subsection(b), appointments to the councilshall be for terms of three years. Fiveof the personsappointed shall be members in good standing and officers of Kansasstate chartered credit unions.Subject to the provisions of K.S.A. 1995 Supp. 75-4315c, and amendmentsthereto, of those five members, the governor shall appoint one from eachcongressional district and the remainder from the state at large.The council shall elect annually a chairperson, avice-chairperson and asecretary for aterm of one year or until their successors have been appointed andqualified. All members of the council shall serve until theirsuccessorshave been appointed and qualified. Kansas state chartered creditunions regulated underthe provisions of this act may submit annually to the governor, forconsideration in making appointments to the credit union council, a listof persons having the prescribed qualifications for membership onthe council. The council may adopt such rules andregulations governing the compilation of such list as may be necessary.Vacancies on the council shall be filled for the unexpired term byappointment by the governor. No person shall serve more than two consecutiveterms asa member of the council. No more than four members of the councilshall be from the same political party.
(b) The terms of members who are serving on the council on the effectivedate of this act shall expire on March 15, of the year in which such member'sterm would have expired under the provisions of this section prior to amendmentby this act. Thereafter, members shall be appointed for terms of three yearsand until their successors are appointed and qualified.
(c) Council meetings shall be on call of amajority of the council or the chairperson. The council shall hold oneregular meeting during each quarter of the year, upon such datesand at such places as designated by the council, and may hold such othermeetings as the council considers necessary. Themajority of the council shall constitute a quorum for doing business.The council may adopt such rules as advisable for conducting business and,until otherwise changed or modified, thecouncilshall abide by Robert's rules of order inconducting business.
(d) The council shall serve as an advisor to the administratoron issuesand needs of credit unions.
