Article 23.--DEVELOPMENT CREDIT CORPORATIONS; HOUSING LAWS

      17-2340.   Housing authority by municipalities; creation; delegation ofauthority; powers.Every municipality in addition to other powers conferred by this or anyother act, shall have power, by proper resolution of its governing body, tocreate as an agent of such municipality an authority to be known as the"housing authority" of the municipality. The municipality may delegate tosuch authority any or all of the powers conferred on the municipality bythis act, and may authorize it to employ an executive director, technicalexperts and such other officers, agents and employees, permanent andtemporary, as it may require, and to delegate to one or more of its agentsor employees such powers or duties as the authority may deem proper. Suchhousing authority shall have the power to sue and be sued.

      In any suit, action or proceeding involving the validity or enforcementof or relating to any contract of the authority, an authority shall beconclusively deemed to have become established and authorized to transactbusiness and exercise its powers hereunder upon proof of the adoption ofthe resolution herein prescribed. A copy of such resolution duly certifiedby the clerk shall be admissible in evidence in any suit, action orproceeding.
