Article 23.--DEVELOPMENT CREDIT CORPORATIONS; HOUSING LAWS

      17-2344.   Determinations by governing body.In determining whether dwelling accommodations are unsafe or insanitary,a governing body shall take into consideration the physical condition ofthe dwelling accommodations, the degree of overcrowding, the percentage ofland coverage, the light, air, space and access available to theinhabitants of the dwelling accommodations, the size and arrangement of therooms, the adequacy of sanitary facilities and water supply, and the extentto which conditions exist in the buildings which endanger life or propertyby fire or other causes.
