17-2359. Validity of bonds; certificate of auditor of state.The municipality may submit to the state auditor any bonds to be issuedhereunder after all proceedings for the issuance of such bonds have beentaken. Upon the submission of such proceedings to the state auditor, itshall be the duty of the state auditor to obtain the opinion of theattorney general upon the validity of such bonds and the regularity of allproceedings in connection therewith, and the state shall not register anysuch bonds except upon the written approval of the attorney general. Ifsuch proceedings conform to the provisions of this act and are otherwiseregular in form and if such bonds when delivered and paid for willconstitute binding and legal obligations enforceable according to the termsthereof, the state auditor shall certify in substance upon the back of eachof said bonds that it is issued in accordance with the constitution andlaws of the state of Kansas.
