17-2365.   Act controlling; administrative actions.The provisions of this act shall be controlling, notwithstandinganything to the contrary contained in any other law of this state, citycharter or local ordinance. Any action of a city or the governing bodythereof in carrying out the purposes of this act, whether by resolution,ordinance or otherwise, shall be deemed administrative in character, and nopublic notice or publication need be made with respect to such actiontaken.
