17-4744.   Rehabilitation or redevelopment of urban renewal area byprivate enterprise.A municipality, to the greatest extent it determines to be feasible incarrying out the provisions of this act, shall afford maximumopportunity, consistent with the sound needs of the municipality as awhole, to the rehabilitation or redevelopment of the urban renewal areaby private enterprise. A municipality shall give consideration to thisobjective in exercising its powers under this act, including theformulation of a workable program, the approval of urban renewal plans(consistent with the general plan for the municipality), the adoptionand enforcement of ordinances as provided for in K.S.A. 17-4759,the exercise of its zoning powers, the enforcement of other laws, codesand regulations relating to the use of land and the use and occupancy ofbuildings and improvements, the disposition of any property acquired,and the provision of necessary public improvements.
