Article 47.--URBAN RENEWAL LAW

      17-4745.   Formulation of workable program; provisions forinclusion.A municipality for the purposes of this act may formulate a workableprogram for utilizing appropriate private and public resources(including those specified in K.S.A. 17-4759) to eliminate,and prevent the development or spread of, slums and urban blight, toencourage needed urban rehabilitation, to provide for the redevelopmentof slum and blighted areas, or to undertake such of the aforesaidactivities or other feasible municipal activities as may be suitablyemployed to achieve the objectives of such workable program. Suchworkable program may include, without limitation, provision for: Theprevention of the spread of blight into areas of the municipality whichare free from blight through diligent enforcement of housing, zoning andoccupancy controls and standards; the rehabilitation or conservation ofslum and blighted areas or portions thereof by replanning, removingcongestion, providing parks, playgrounds and other public improvements,by encouraging voluntary rehabilitation and by compelling the repair andrehabilitation of deteriorated or deteriorating structure; and theclearance and redevelopment of slum areas or portions thereof.
