17-4761.   Invalidity of part; act supplemental to other laws.Notwithstanding any other evidence of legislative intent, it is herebydeclared to be the controlling legislative intent that if any provision ofthis act, or the application thereof to any person or circumstances, isheld invalid, the remainder of the act and the application of suchprovision to persons or circumstances other than those as to which it isheld invalid, shall not be affected thereby.

      Insofar as the provisions of this act are inconsistent with theprovisions of any other law, the provisions of this act shall becontrolling. The powers conferred by this act shall be in addition andsupplemental to the powers conferred by any other law.
