17-5602.   Communications from commissioner; requirements.Every approval by the commissioner given pursuant to the provisions ofthis act, and every communication having the effect of an order orinstruction to any association, shall be in writing signed by thecommissioner under the seal of his office and shall be mailed to theassociation affected thereby, addressed to the president thereof at thehome office of the association.
