17-5823.   Same; days closed during emergencies considered legalholidays; liability; construction of act.Any day on which an association is closed during all or any part of itsnormal business hours pursuant to the authorization granted under this actshall be, with respect to such association, a legal holiday for allpurposes with respect to any savings and loan business of any character. Noliability, or loss of rights of any kind, on the part of any association,or director, officer or employee thereof, shall accrue or result by virtueof any closing authorized by this act.

      The provisions of this act shall be construed and applied as being inaddition to, and not in substitution for or limitation of, any other law ofthis state or of the United States, authorizing the closing of a savingsand loan association or excusing the delay by a savings and loanassociation in the performance of its duties and obligations because ofemergencies or conditions beyond the association's control or otherwise.
