19-1510. Courthouses in counties over 110,000; exceptions; bonds.That the board of county commissioners of any county having a populationof one hundred and ten thousand (110,000) or over, is hereby authorized andempowered to erect, construct, reconstruct or improve a courthouse and toconstruct additions and improvements thereto; and for the purpose of payingthe cost and expenses thereof, may issue negotiable bonds of such countynot exceeding in amount the sum of one million dollars ($1,000,000),without the same being authorized by an election called or held for suchpurpose; and none of the restrictions and limitations respecting the amountof county indebtedness contained in any of the laws of the state of Kansas,shall apply to or in any way affect the issuance of the bonds authorized bythis act or any bonds so issued; and such bonds shall be subject only tothe limitations contained herein: Provided, That this section shallnot apply to counties designated as urban under the provisions of K.S.A.19-2654.
