19-1561b. Same; additional equipment, repair ofbuildings; premiumsand rewards; tax levy, use of proceeds; report to county of premiums andrewards awarded.Upon the erection of such building or buildings and furnishings asherein provided, the board of county commissioners of the county whereinsuch building or buildings and furnishings are located is herebyauthorized and empowered to levy annually a tax upon all taxabletangible property within said county for the purpose of purchasingadditional equipment, maintaining and repairing such building orbuildings and furnishings and for the payment of premiums and rewardsawarded at agricultural livestock and 4-H club activities and approvedby the board of county commissioners and topay a portion of the principal and interest on bonds issued under the authorityof K.S.A. 12-1774, and amendments thereto, by cities locatedin the county. In any countyin which there is a fair recognized by the secretaryof agriculture asan official county fair the amount of the payment for premiums andrewards under this section shall not exceed the amount of the payment bythe county for premiums and awards for such county fair.
The board of county commissioners is authorized to pay any tax moneyscollected and approved by said board for the payment of rewards andpremiums to the executive board of the county agricultural extensioncouncil, except for an amount to pay a portion of the principal and intereston bonds issued under the authority of K.S.A. 12-1774, and amendmentsthereto, by cities located in the county. The executive board isauthorized to accept such paymentsand upon acceptance of such moneys shall provide for the awarding ofrewards and premiums for the authorized activities and shall makereports, under oath, to the county commissioners of the receipts andexpenditures of the moneys so received, on or before December 31 of eachyear.
