19-1561e. Same; no-fund warrants; limitation; payment; cash basisand budget laws inapplicable.In any county such as described in K.S.A. 19-1561d, theboard of county commissioners may issue no-fund warrants in an amountnot exceeding twenty thousand dollars ($20,000) to be used for thepurposes for which the tax levies described in K.S.A. 19-1561d were authorized:Provided, That the amount of suchwarrants plus the interest payable thereon shall not exceed the totalamount authorized to be raised by the tax levy under the authorityconferred by K.S.A. 19-1561. Suchno-fund tax warrants shall be paid by the levies made under K.S.A. 19-1561and such warrants shall beissued, registered and bear interest in the manner and be in the formprescribed by K.S.A. 79-2940 exceptthey shall not bear the notation required by said section and may beissued without the approval of the state commission of revenue andtaxation. None of the provisions of the cash basis and budget laws ofthis state shall apply to any expenditures made, the payment of whichhas been provided for by the issuance of warrants under this act.
