19-1580. Same; bonds; election.The board of county commissioners of any county such as described inK.S.A. 19-1579 is hereby authorized and empowered toissue general obligation bonds of such county for the purpose ofproviding funds to be used in addition to the funds now on hand orhereafter derived from a tax levy made to create a sinking fund, for thepurpose of acquiring a site, the construction, furnishing and equipmentof a combination courthouse, jail and sheriff's quarters buildingthereon. The total amount of bonds issued under the authority conferredby this act shall not exceed the sum of three hundred thousand dollars($300,000) less the amount available for such purposes derived from taxlevies made for such purposes as provided by law.
No bonds shall be issued under the authority conferred by this actunless and until the question of the issuance of the same shall havebeen submitted to a vote of the qualified electors of such county at aregular general election or at a special election called for thatpurpose, and a majority of those voting on the question shall havedeclared by their votes to be in favor of the issuance of said bonds.Such election shall be called and held, and said bonds shall be issued,sold, registered, delivered and retired in the manner provided by thegeneral bond law. Bonds issued under this act shall not be subject to orwithin any bonded debt limitation fixed by any other law of this state.
