19-1587.   Same; bond election.That no bonds shall be issued under any section of this act until thequestion of issuing the same shall have been submitted to the qualifiedelectors of the county at a regular general election or at a specialelection called for that purpose and unless a majority of the qualifiedelectors voting on such question shall have declared by their votes to bein favor of the issuance of said bonds, any such election shall be calledand held in accordance with the provisions of the general bond law:Provided, That the two projects herein authorized for the constructionof buildings shall be submitted to a vote of the people in two propositionson the same ballot.
