19-15,108.   Urban area counties; acquisition of sites for countybuildings, parking and improvements; bonds, limitation.The board of county commissioners of any county designated as an urbanarea as permitted by section 17 of article 2 of the constitution of thestate of Kansas, is hereby authorized to acquire by purchase, gift, or byright of eminent domain, site or sites for county buildings and relatedparking or for additional parking related to existing county buildings andto make parking improvements on such sites as may be acquired for parkingpurposes. For such purposes said board of county commissioners isauthorized to issue and sell general obligation bonds of the county in anamount not exceeding one-half of one percent (1/2 of 1%) of the totalassessed tangible valuation of the county, subject, however, to therestrictions and conditions hereinafter contained in this act.
