19-236. Emergency expenses; no-fund warrants; tax
levies;
limitations.
That in addition to the powers already given by law, the board of county
commissioners of each county shall have power at any meeting, in case of
great loss or damage to life or property, to assist in burying the dead,
caring for the wounded, rendering temporary aid to the distressed,
preventing disease and pestilence, and cleaning up debris, and to issue
no-fund warrants of the county therefor not exceeding
1% of the taxable property of the county, and to levy a tax at the first
tax levying period thereafter to pay such warrants. Such warrants shall be
issued, registered, redeemed and bear
interest in the manner and in the form prescribed by K.S.A. 79-2940, and
amendments thereto, except
they shall not bear the notation
required by such section and shall be issued without the approval
of the
state court of tax appeals.
