19-236a.   Civil defense in certain counties; tax levy, use of proceeds.The board of county commissioners of any county having a population ofmore than two hundred fifty thousand (250,000) is hereby authorized andempowered to levy an annual tax on all the taxable tangible property insuch county for the purpose of providing funds to be used for civildefense purposes and to pay a portion of the principal and interest onbonds issued under the authority of K.S.A. 12-1774, and amendmentsthereto, by cities located in the county.
