19-251.   Same; equipment and facilities; operation.Any such county may purchase, lease or acquire the equipment andfacilities necessary to carry out the purposes and intent of this act andby contract and agreement arrange for the use thereof, and may employ suchparties as are necessary to operate said equipment and facilities.
