19-251. Same; equipment and facilities; operation.
Any such county may purchase, lease or acquire the equipment and
facilities necessary to carry out the purposes and intent of this act and
by contract and agreement arrange for the use thereof, and may employ such
parties as are necessary to operate said equipment and facilities.
