19-2127. Same; covenants and agreements to insure payment of revenuebonds and effect purposes of act; rules and regulations and fees and chargesfor use of home.In order to secure the prompt payment of the principal and interestupon such revenue bonds and the proper application of the revenue pledgedthereto, the board of county commissioners is authorized to covenant asto the use and disposition of the proceeds of the sale of such bonds, tocovenant as to the operation of the home for the aged and to covenant asto the collection and disposition of the revenues derived from such operation,and to fix charges and fees to be imposed in connection with and for theuse of the home for the aged and the addition and the facilities suppliedthereby, which charges and fees shall be considered to be income and revenuesderived from the operation of the home for the aged and the addition, andto make and enforce such rules and regulations with reference to the useof the home for the aged and the addition for the accomplishment of thepurposes of this act and to make covenants other than and in addition tothose herein expressly mentioned of such character as may be considerednecessary or advisable to effect the purposes of this act.
All such agreements and covenants entered into by the board of county commissionersshall be binding in all respects upon the board of county commissionersand their officials, agents, employees and upon their successors, and allsuch agreements and covenants shall be enforceable by appropriate actionor suit at law or in equity which may be brought by any holder or holdersof bonds issued hereunder against the board of county commissioners, ortheir officials, agents, employees or their successors. The rents, chargesand fees to be imposed under the provisions of this act shall not be limitedby the provisions of any prior act.
