19-2619.   Same; rules and regulations.When any petition as herein described shall be presented to the countycommissioners, the said commissioners are hereby empowered and givenauthority to grant the right to said petitioner to lay, maintain andoperate water mains, laterals and equipment for a period not to exceedtwenty-five years, along and across the streets, public highways and othergrounds or property located within the boundary lines in the petition andto erect and maintain equipment therefor under rules and regulationsapproved by the board of county commissioners.
