19-2681.   Same; chartercommission, establishment.(a) The board of county commissioners of any countywhich has been declared to be an urban area under theprovisions of K.S.A. 19-2654, andamendments thereto, may establish a chartercommission for such county for the purpose of studying, proposing, draftingor amending a charter for the government of such county. The chartercommission shall be established by resolution and shall be appointed in themanner and have the powers and duties as hereinafter provided.

      (b)   A new charter commission shall not be established until four yearsafter the date of the establishment of a prior commission.
