Article 26.--MISCELLANEOUS PROVISIONS

     
19-2697.   Sanitary land fill; Haskell county.
The board of county commissioners of Haskell county may issue general obligation
bonds of the county to finance the costs of purchasing land for a site to
be used and developed as a sanitary land fill or a sand or gravel pit. The
bonds shall be authorized, issued, registered and sold in the manner provided
by the general bond law and shall bear interest at a rate not to exceed
the maximum rate prescribed by K.S.A. 10-1009. Any bonds issued pursuant
to this section shall not be subject to the bonded debt limit of the county.

     
Prior to any issuance of such bonds, the board of county commissioners
shall publish notice of its intent to issue such bonds once in the official
county newspaper. If within 30 days following the publication of the notice
a petition signed by not less than 10% of the qualified electors of the
county requesting an election on the question of issuing such bonds is filed
with the county clerk, an election on the question shall be called and held
in the manner prescribed under the general bond law. If a majority of the
qualified electors of the county voting at such election vote in favor of
the issuance, the bonds shall be issued in the manner provided by the general bond law.
