Article 27a.--SEWER DISTRICTS

      19-27a12.   Disposal works and pumping stations; costs; bonds; approvalby secretary of health and environment.(a) The board of county commissioners mayconstruct, reconstruct, enlarge, extend or otherwise provide for one ormore systems of disposal works for the purification of sewage.The board may build, operate and maintaindisposal works, pumping stations, pumps or other apparatus necessary tohandle and dispose of sewage. The costsand expenses of buildingthe same shall be borne by the various districts then or thereafterusing the same. The costs and expenses ofconstructing, reconstructing, enlarging or extending any sewage treatmentor disposal works and facilities may be paid by the issuance and sale ofgeneral obligation bonds of the county. The cost of any improvements authorizedby this section shall be determined and assessed in the manner providedby K.S.A. 19-27a07.

      (b)   Before any system of disposal works or pumping stations are constructed,the plans and specifications therefor shall be submitted to and approvedby the secretary of health and environment.
