19-27a25.   Additional user charge to pay cost for use of other municipality'streatment plant.Whenever the sewers of one or more sewer districts under thedirection and control of any board of county commissioners drain into thetreatment plant of another municipality either within or outside the state,and the municipality imposes a charge upon the sewer district for aproportionate share of the expense of operating the treatment plant, thegoverning body of the sewer district, by resolution, mayestablish an additional user charge to cover the total cost of the chargeimposed upon thedistrict.
