19-2759. Same; election of directors.That at the time appointed by the board of county commissioners, thefirst election shall be held, at which time three (3) directors shall bechosen. The ballots shall have the words "for director" and the names ofthree (3), or more, persons written or printed thereon in alphabeticalorder and the three (3) persons receiving the highest number of votes shallbe declared elected. The judges and clerks shall qualify and the electionshall be held, the results ascertained and returns made to the countyelection officer in the same manner as is provided by law for generalcounty elections, except as this act may otherwise provide. If any judge orclerk shall fail to appear at the time specified for the election or refuseto act, those appearing or the board of directors of said improvementdistrict may appoint some other qualified person to act in his place.Within twenty-four (24) hours after the election the judges and clerksshall make and sign the returns of the election and cause the same,together with the poll books and ballots used thereat, to be sealed up anddelivered to the county election officer, and the board of countycommissioners shall forthwith assemble, canvass the returns, declare theresult, and issue certificates of election to the persons chosen asdirectors, who shall each take, subscribe and file in the office of thecounty clerk his official oath.
