19-2778.   Same; power of directors to operate revenue producing works. The board of directors of any improvement district are authorized tooperate and maintain any revenue producing works or to contract for theoperation and maintenance of same and to do all other things necessary forproper conduct of the operation and maintenance of such works. They shallestablish rates and charges and shall have the power to change such ratesor charges if it be deemed necessary.
