Article 27.--PUBLIC IMPROVEMENTS; IMPROVEMENT AND SERVICE DISTRICTS

      19-2786b.   Same; resolution of proposed consolidation; publication;election; resolution of consolidation.Following such joint meeting the board of county commissioners shalladopt a resolution, which resolution shall set forth the terms of suchproposed consolidation, the effective date of such consolidation, the nameof the proposed consolidated improvement district and all other mattersrelated to such proposed consolidation, and shall also state a time and aplace or places where an election is to be held in each of such improvementdistricts to determine upon such consolidation. Such resolution shall bepublished once a week for three (3) consecutive weeks in the officialcounty newspaper, the first publication to be not less than twenty-one (21)days prior to the date of such election. Such election shall be conductedin all respects as provided by law, but the board of county commissionersshall name the judges and clerks of such election, shall prescribe the formof the ballot, shall canvass the result of such an election, and suchconsolidation shall not be declared effective unless a majority of thequalified electors voting thereon in each of said improvement districtsshall vote in favor of such consolidation.

      Following such election the board of county commissioners shall againmeet in joint meeting with the boards of directors of said two improvementdistricts, and following such meeting the board of county commissionersshall adopt a resolution declaring such consolidation to be effected, shallfurnish a certified copy of such resolution to the president of each of theimprovement districts concerned and shall publish said resolution once inthe official county newspaper.
