Article 27.--PUBLIC IMPROVEMENTS; IMPROVEMENT AND SERVICE DISTRICTS

      19-2786h.   Same; tax levies for additional policeprotection; contracts with sheriff.The governing body of any improvement district may annually levy a tax,which shall be in addition to allother levies or taxes authorized by law, in an amount not to exceedthree mills, to be used for additional police protection in thedistrict as hereinafter set out. No such tax levy shall be authorizedwithout first having been submitted to and been approved by a majorityof the electors of the district voting at an election called and heldthereon. Such election shall be called and held in the manner prescribedfor the calling and holding of bond elections under the provisions ofK.S.A. 10-120. Any such improvement district making such levy shall contractwith the sheriff of the county wherein such improvementdistrict is located for the furnishing of specific police protectionwithin the district by the use of sheriff's deputies and equipment. Theannual amount to be paid by such improvement district to the sheriff ofsuch county from the proceeds of the levy shall not exceed the amount tobe raised by the tax levy authorized herein. Such contract shall be insuch form as the parties may agree but shall be subject to the approvalof the attorney general of Kansas. Notwithstanding the provisions of anyother law to the contrary, the salary and general budget limitations ofany sheriff of any such county is hereby raised by the amount that thesheriff is to receive under the terms of a contract with the improvementdistrict and such amount so received may be budgeted and expended by thesheriff for salaries, equipment or any other purpose as may be otherwiseallowed by law.
