19-27,131.   Same; establishment of improvement and maintenance program;costs. Whenever a storm drainage district has been created under the provisionsof this act, the county commissioners shall establish a program for theconstruction, reconstruction, repair and maintenance of storm sewers anddrains for the purpose of carrying off storm water from such district andfor the purpose of paying the costs thereof, the governing body of suchcounty may levy a tax and may issue bonds of the county in the mannerhereinafter provided.
