19-27,136.   Public parking facilities in counties between 175,000 and210,000; acquisition.In every county of this state having a population of more than 175,000persons and less than 210,000, the board of county commissioners is herebyauthorized to acquire by gift, purchase, or the exercise of the right ofeminent domain, in the manner provided by law, a site adjacent to or nearthe existing courthouse in said county for the purpose of constructingthereon public parking facilities for motor vehicles.
