19-27,138.   Same; regulations governing operation; fees for use;penalty provisions.Whenever the board of county commissioners has acquired a site andconstructed parking facilities thereon, pursuant to the provisions of thisact, said board is further authorized, by adoption of an appropriateresolution, to prescribe rules and regulations, for the maintenance andoperation of said facilities, and, in its discretion to charge fees for theuse of said public parking facilities, and to prescribe penalties forviolation of such rules and regulations.
