Article 27.--PUBLIC IMPROVEMENTS; IMPROVEMENT AND SERVICE DISTRICTS

      19-27,185.   Same; feasibility report; plans and specifications; estimates;bids.Before the adoption of a resolution ordering a hearing on theadvisability of any improvement, as provided in K.S.A. 19-27,184,the governingbody may secure a feasibility report to assist in the determination ofwhether an improvement should be made as proposed or otherwise, or incombination with other improvements authorized by this act, together with apreliminary estimate of the cost of the improvement or combination ofimprovements. The report may be prepared by qualified officers of thecounty or by consultants. The governing body also may take such otherpreliminary steps prior to the hearing or before ordering any improvementor letting any contract, including among other things, the preparation ofplans and specifications, estimates of costs of the improvement and theadvertisement for bids thereon which the governing bodydetermines to be of assistance in determining the feasibility anddesirability of the improvement.
