Article 28.--PARKS, MUSEUMS, LAKES AND RECREATIONAL GROUNDS

     
19-2803a.   Rules and regulations by county commissioners; publication;
penalties.

(a) The board of county commissioners of any county or the township board
of
any township owning and operating a park, lake or other recreational area
is hereby empowered to adopt, by
resolution, reasonable rules and
regulations regulating and licensing the use and enjoyment of any such
facilities by the public, and for the protection and preservation of such
properties. Except as provided in this section, any person violating such
rules and regulations shall be guilty
of a misdemeanor and upon conviction thereof shall be punished by a fine
not exceeding $100 or commitment to the county jail for a period not
exceeding 30 days or both such fine and imprisonment. In counties where the
prosecution of the violation of any such rules and regulations is conducted in
accordance with the provisions of the code for the enforcement of county codes
and resolutions, the penalties prescribed pursuant to such code shall apply.

     
(b)   Before any such
resolution adopted pursuant to subsection (a) becomes effective, it shall be published
once each week in a newspaper of general circulation in the county for
three consecutive weeks. Except in Shawnee county, the substance of such
rules and regulations, together with the penalty for violations thereof
shall be conspicuously posted at the entrance or entrances of such facility.
