Chapter 19.--COUNTIES AND COUNTY OFFICERS
Article 28.--PARKS, MUSEUMS, LAKES AND RECREATIONAL GROUNDS

      19-2803c.   Establishment and maintenance of county lake andrecreational grounds; election; bonds; limitation on cost.Any county may establish and maintain a county public lake andrecreational grounds and facilities adjacent to said lake all of whichshall be within said county, as hereinafter provided, and may take andacquire title to lands, including any and all rights thereon, for thepurpose of establishing said lake and recreational grounds by condemnationunder the provisions of the general condemnation law or by gift, devise,purchase or in any other manner or by any combination of such methods. Theboard of county commissioners of any county may submit the question of theestablishment of such a lake and recreational grounds to the qualifiedelectors of said county, at a general election or special election calledfor that purpose, or if petitioned for by not less than twenty percent(20%) of the qualified electors of such county, determined on the basis ofthe total vote cast for the office of secretary of state at the lastpreceding general election, said board of county commissioners shall at ageneral election or special election called for that purpose submit thequestion of the establishment of such lake and recreational grounds. Thequestion shall be stated on the ballot in substantially the following form:

      "Shall ____ county establish a county lake and recreational grounds at acost of not to exceed ____ dollars, the same to be paid by the issuance ofgeneral obligation bonds of the county?"

      In no case shall the cost of the real estate, establishment and originalimprovement of said lake and recreational grounds exceed the sum of onehundred fifty thousand dollars ($150,000), exclusive of donations andbequests. Such proposition shall be submitted to the electors in likemanner as bond propositions are submitted and conducted under the generalbond law.
