19-2819.   Establishment of parks and recreational grounds in certaincounties.The board of county commissioners of any county having, or which mayhereafter have a population of one hundred thirty-five thousand or more mayestablish parks and recreational grounds within such county, may purchaseor acquire title to necessary lands and property by donation, devise,bequest or condemnation proceedings for the purpose of establishing a parkand recreational grounds in such county.
