19-2820.   Plan for improvements; engineer.The board of county commissioners of any county to which this actapplies, upon the acquisition of lands for park and recreational grounds orentering into agreement for the purchase thereof, is empowered to adopt aplan for the improvement of same, including a lake or lakes, recreationalfacilities, reforestation, roads and roadways, and such other improvementsas may be conducive to the recreation, convenience and comfort of thepublic and prior to the adoption of such plan, may employ an engineer toprepare plans and specifications for such improvements and make estimatesof the cost thereof.
