19-2872.   Same; improvements authorized.The park board shall have authority to make all improvements necessaryto any land acquired or leased by it for park or playground purposes tomake the park, parks, playground or playgrounds a place of recreation,amusement, enjoyment and relaxation for the inhabitants of the district.
