19-2881b.   Same; approval of electors; duties of board; applicationof election laws.The board of commissioners of the Johnson county park and recreationdistrict shall not levy the tax authorized by K.S.A. 19-2881a until thesame shall have been submitted to and approved by thequalified electors of the district. The question of whether said boardshall be authorized to levy the tax may be submitted to the qualifiedelectors of the district at a general election or at a special electionto be noticed, called and held for such purpose in the manner providedfor the giving of notice, calling and holding elections upon thequestion of issuance of bonds under the general bond law. If a majorityof the votes cast and counted on the proposition at any such electionare in favor thereof, the board may levy such tax.

      It shall be the duty of the board to determine whether suchproposition shall be submitted at a general or special election, asprovided herein, and to give notice thereof to the county electionofficer. If such proposition is submitted at a special election, thelaws relating to questions submitted at special elections, includingpayment of the expenses thereof, shall govern said election.
