19-2888.   Same; duties of officers of board; authentication ofsignatures.The chairman, and, in his absence or disability, the vice-chairman,shall preside at all meetings and sign, execute, acknowledge and deliverfor the board all contracts, warrants, or documents of any kind required orauthorized to be signed and delivered by the board: Provided, That ifneither the chairman nor vice-chairman is present at any meeting, themembers present, if there is a quorum, shall elect from their member anacting chairman whose sole power as acting chairman shall be to presideover the meeting. The signature of the chairman or vice-chairman shall beauthenticated by the seal of the district and the signature of thesecretary. The duties of the secretary and treasurer shall be those commonfor such officers, and as provided by this act, other laws of the state ofKansas and as directed by the park board.
