Chapter 19.--COUNTIES AND COUNTY OFFICERS
Article 28.--PARKS, MUSEUMS, LAKES AND RECREATIONAL GROUNDS

      19-2890.   Same; powers of board.The park board shall have power: (a) To finance, operate, improve andmaintain the county park district as provided in this act.

      (b)   To accept by gift or devise any real or personal property, andto purchase and lease and condemn real estate for use of the parkdistrict, and to sell any improvements of any real estate so acquirednot usable by the district or to take down such improvements and use ordispose of the salvage and use any of the proceeds thereof for parkdistrict purposes.

      (c)   To improve the land of the district.

      (d)   To issue revenue bonds of the district as authorized by K.S.A.19-2896.

      (e)   To appoint a park superintendent and employ such otheremployees, servants, police and agents as may be necessary for theproper and adequate operation, improvement and maintenance of the parkdistrict, and may appoint, employ or retain attorneys, engineers,landscape architects, surveyors and other professional or technicalpersons or firms for a period or for specified projects and pay thenecessary compensation therefor.

      (f)   To adopt, promulgate and enforce reasonable rules andregulations for the operation and use of the park district and theconduct of persons using such park district as provided by this act.

      (g)   To sell or salvage equipment found to be worn out or beyondrepair or dangerous to use or to trade it in as part payment on newequipment.

      (h)   To sell and convey real estate acquired by purchase orcondemnation when it appears such property is no longer needed for parkdistrict purposes or is poorly situated for such purposes: Provided,No such sale shall be made except upon authorization of a majority ofthe votes cast by the qualified electors of the county at an electioncalled and held for such purpose as provided by this act. If theinstrument of gift or devise vests fee title in the district orauthorizes the district to sell the real property such property may besold by the procedure herein provided.

      (i)   To adopt, change and modify a seal for the district and to usesuch seal in attestations by the secretary and in all other cases wherea seal is required or advisable.

      (j)   To establish lakes within the district, and to provide for thezoning thereof as hereinafter provided.

      (k)   To do and perform all other things provided by this act oramendments thereto and to have all the powers prescribed by this act,and to carry out and exercise the powers of the district as itsgoverning body.
