Article 28.--PARKS, MUSEUMS, LAKES AND RECREATIONAL GROUNDS

      19-28,110.   Same; rapid and economical discharge of duties directed;additional powers; effect on powers of local authorities.(a) The authority is authorized and directed to proceed to carry out itsduties, functions and powers in accordance with this act as rapidly as maybe economically practicable and is vested with all necessary andappropriate powers not inconsistent with the constitution or the laws ofthe United States to effectuate the same, except the power to levy taxes orassessments not authorized by this act.

      (b)   Nothing contained in this act shall impair the powers of any city,county or other political subdivision to acquire, own, operate, develop orimprove any facility which the authority is given the right to own,operate, develop or improve, and all powers granted herein to the authoritymay be exercised in cooperation with said political subdivisions.
