      19-2916b.   Counties between 150,000 and 200,000; bonds to carry outmaster plan.Whenever the planning board in counties having a population of more thanone hundred fifty-thousand (150,000) and less than 200,000 has filed withthe board of county commissioners a master plan for the physicaldevelopment of the county, which plan will require a number of years toexecute, and such master plan is approved by the board of countycommissioners, such county is hereby authorized to issue general obligationbonds in an amount sufficient to carry out such master plan.
