19-3423.   General authority; seal.(a) Election commissioners shall procure a seal of office, properlyinscribed, and shall authenticate all official acts of the commissioner withsuch seal. Thecommissioner shall have full and complete power and authority over allelections in the county and shall see that such elections areconductedaccording to law.

      (b)   The election commissioner and assistant election commissioner shallhave the general powers of a notary public in the performance of all notarialacts.
