Article 35.--WATER SUPPLY AND DISTRIBUTION DISTRICTS

      19-3507a.   Same; notice of elections, requirements;canvass of elections; expenses, how paid.The county election officer shall cause to be published in a newspaper ofgeneral circulation within the district, a notice of all elections heldunder this act. The notice shall address the qualified electors residingwithin the district and identify the precincts and voting places, state thetime and place or places of voting, the purpose of the election and inrevenue bond elections, shall state the aggregate amount to be expended andthe amount of revenue bonds to be submitted for approval. Such notice alsoshall refer the electors to a reasonably detailed map of the districtboundaries provided by the district's board and made available for publicinspection at both the offices of the county election officer and thedistrict's board. For any election other than an election held only for thepurpose of electing persons to membership on the district's board suchnotice shall contain such other data as will enable the qualified electorsto understand and comprehend the proposals to be submitted. In everyelection where the question of the issuance of revenue bonds is submitted,the election notice shall be published at the times and in the mannerprescribed by K.S.A. 10-120 and amendments thereto. In all other elections,the election notice shall be published once and such publication shall beno more than 10 days prior to such election. In revenue bond elections theproposition shall be submitted to the qualified electors in substantiallythe following form:

Water district No. __________ of ______________ county, shall beauthorized to obtain by construction, purchase, condemnation or otherwise,a water supply and distribution system at an estimated aggregate cost tothe water district of ____________ dollars, and to issue revenue bonds notin excess of such amount in payment of the same.

Ballots, abstracts of election results, and all other supplies andmaterials shall be returned by the election boards upon closing of thepolls to the county election officer. Elections held under this act shallbe canvassed by the county board of canvassers as provided by law. Allexpenses of elections attributed to the water district shall be paid forout of the general funds of the water district.
