19-3509.   Management, control, maintenance and enlargement of system;supply water for other water utilities and political subdivisions;insurance for employees; property.The water district board shall establish, manage, purchase, construct,operate, maintain and have the exclusive control of the water supply anddistribution facilities and establish rules necessary for the safe,economical, efficient establishment, operation, maintenance and managementof such water supply and distribution system. The board shall produce andsupply water for domestic, industrial and municipal use to the inhabitantsof the district and to other water utilities and political subdivisionsof the state as provided by K.S.A. 19-3515, and amendmentsthereto. The board may improve, extend or enlarge the water supply anddistribution system for such purposes. The board mayauthorize the payment ofcost of group hospitalization, medical and surgical insurance benefits forits employees and officers and it may take by condemnation and acquire bypurchase, gift, devise, or bequest such franchises and real or personalproperty either within or without the district as may be needed orconvenient.
