Article 35.--WATER SUPPLY AND DISTRIBUTION DISTRICTS

      19-3520.   Meetings of board; keeping andinspection of records; quorum.(a) From and after May 1, 1991, every water district board shall meetin regular session at aplace to be designated by theboard and on the same regular day each month duringthe year, as determined by the water district board for the transactionof any business asoften as the interest or business of the water district may demand. Theboard shall meet in special session on the call of the chairperson or atthe request of any four members on the board. Thenature of the business to be transacted at any call meeting shall be governedby the matters and things set out in the call. All water district boardsshall adopt their rules of procedure and keep a record of theirproceedings. Except as provided by the open recordsact, the records and accounts of the board shall bepublic. Except as provided by K.S.A. 75-4317 et seq., and amendmentsthereto, meetings of the board shall be open to the public. Fourmembers shall constitute a quorum for the transaction ofbusiness.

      (b)   For any water district previously created and existing with afive-member board prior to the effective date of this act and until theelection and qualification of the sixth and seventh members at the nextregular election, three members shall continue to constitute a quorum andmay request to meet in special session.
