19-3521.   Annual financial statements; publication of summary; copies available.Within 90 days after the end of each calendar year, the water district boardshall publish or cause to bepublished in a newspaper of general circulation within the township ortownships in which such water district is located, a summary which showstotals for categoriesof the receipts, expenditures, liabilities,assets and bonded indebtedness of such water district as of the end of suchcalendar year. Such publicationshall include a notice that a detailed statement of such receipts, expendituresand liabilities is available for public inspection at the county clerk'soffice. Copies of the report shall be made available upon request. Suchstatement shall beduly verified andafter appropriate audit, such statement shall be certified by alicensed municipal publicaccountant or by a certified public accountant.
