19-3523.   Purpose of act.The purpose of this act is to provide for the establishment of aquasi-municipal body corporate of the state within and embracing all ofJohnson county, Kansas, to be known as "Johnson county wholesale watersupply district." The said county contains a heavy concentration ofpopulation with a large number of incorporated cities and unincorporatedareas which are constantly increasing in population. It lies adjacent totwo large cities within and without the state, and industrial,residential, and commercial expansion is rapidly occurring. Sources fromwhich a permanent and satisfactory supply of water can be obtained arevery limited and isolated. Special utility problems confront the saidcounty which cannot be solved by separate municipal action, but requirea cooperative effort throughout the said county. The function of thedistrict shall be to secure a source of water on a scale larger than isfeasible for public water supply districts, municipalities, publicly andprivately owned water distribution companies, acting alone, and to sellsuch water at wholesale to public water supply districts,municipalities, and publicly and privately owned water distributioncompanies.
