19-3526.   Declaration of district organization, when; resolution; publication;name of district; quasi-municipality.Upon the hearing, if it appears to the satisfaction of theboard that the general welfare of the inhabitants of Johnson county willbe promoted by the organization of a public wholesale water supplydistrict embracing the whole area of the county and by theacquisition of a source of water and by the construction or acquisitionof facilities for the production, transportation and sale at wholesaleof water to public water supply districts, municipalities, and publiclyand privately owned water distribution companies within the county, andthat the same will be of public utility, the board shall, by resolution,declare the district organized and give it the corporate name of Johnsoncounty public wholesale water supply district. The board shall publish theresolution once each week for two consecutive weeks in the officialcounty paper. Thereupon the districtshall be a quasi-municipal body corporate with all the powers of like orsimilar corporations.
